1. We, as the ship owner/operator already received service from member of consortium, what type of invoice will be delivered to ships/ship owners/Operators?
It is based on the rules and regulations of international sea water pollution preventions, i.e. MARPOL 1973/78 /2016 clause and the related pollution prevention clause in China., Commercial invoice will be issued by Shanghai Highwoods Ship Co., Ltd. and will be given to ship upon receiving cash payment on board. We provide online application for Commercial Invoice and always suggest masters/operators to make their appliaction when service price has been fixed with Shanghai Highwoods Ship Co., Ltd. Commercial invoice will be sent to ship via Email. VAT invoice is available ,however 10% of tax is to be added on top of the bill , Tax Code is a must as per requirement of Regulations from China Tax Bureau.

2. We, as the ship owner/operator already received OSRO service from member of consortium, what type of certificate will be delivered to ships/ship owners/Operators?
It is based on the rules and regulations of international sea water pollution preventions, i.e. MARPOL 1973/78 /2016 clause and the related pollution prevention clause in China, certificate of coverage will be issued upon receiving the Electronic Notification of Arrival ,the certificate of coverage will be automatically expired after ship departure from the port. In case ship disposed waste at a Port , disposal Certificate will be issued by the local qualified consortium member and will be given to ship upon confirming payment method of their service with Shanghai Highwoods Ship Co., Ltd.. The original Garabage disposal certificate shall be kept on board for at least 2 years and The original Sludge disposal certificate shall be kept on board for at least 3 years.

3.We, as the ship owner/operator already received OSRO service from member of consortium, is it possible for ships/ship owners/Operators to arrange payment by TT or Payal?
Yes . It is accepted that the ship owners/Operators can arrange payment by TT, bank charges will be born by ship owners/Operators as our price is a net price from each of Authorities/members . Generally we accept monthly payment to save bank charges of ship owners/Operators, however cash payment is required at some small ports. We will deliver Electronic copy of invoice via email . Hard copy invoices are available , however express fees will be on the account of ship owners/Operators as the price is the net price .

4. We, as the ship owners/operators already received OSRO service from member of consortium, Will MSA China issue a dispsoal certificate ? If not , who is going to issue the disposal certificate ?

No. MSA China will not issue disposal certificate any more, it is basing the requirement of Rules and regulations . Our consortium members qualified by MSA China shall issue the disposal receipts in which the quantity , category and name of dispsoal equiment shall be listed. The receipt shall be jointed signed by both Capt. and the representative of our consortium members.

5. We, as the ship owners/operators already received OSRO service from member of consortium, the vendor did not issue the disposal certificate timely , what shall we do with that ?

There are many reasons leads to failure delivery the disposal certificates, what we concern is that whether or not the operation is Illegal discharge of pollutants from ships. According to the Rules and Regulations , the ship waste removal operation shall be jointly supervised by goverment's different authorties through monitoring disposal receipts ( generally 5 pics). In case there is no receipt on board, which might leads to serious issues including but not limited to ship detain and crew punishment.
